Some of the game's Mario costume options refer to his previous various appearances in other games in the series, such as Mario's Picross and Super Mario Maker. They needed a look familiar to the lead players in the new series, so they chose Polina, the first character to appear with Mario in Donkey Kong. When choosing a habitat for the Odyssey, the developers focused on the urban environment. This has spawned various game empires with their own gameplay mechanics. Many great prototypes have been brainstormed and developers have sought to incorporate them by presenting the game as a series of dense sandbox environments. For example, the team found that throwing a hat was Joy-Con's most enjoyable action and provided an in-game "hat-wearing" mechanism. Produced by Yoshiki Koizumi and Koichi Hayashida, who co-directed and produced Super Mario 3D World. Under the direction of director Kenta Motokura, the team tried to find a fun concept based on the show's "mysterious theme". Game development began after the release of Super Mario 3D World in late 2013 and was created by the same development team with the help of 1-Up Studios.
